Neutrons do not have a charge and do not contribute to the electrostatic forces between atoms. The attraction between the positively charged protons in the nucleus and the negatively charged electrons around the nucleus causes atoms to be pulled together.

When you rub two balloons together, they become charged with static electricity. This causes them to repel each other due to the build-up of negative charges on their surfaces. If you bring the balloons close to each other after rubbing them, they will either stick together or push each other away, depending on the orientation of the charges.
When you push two horseshoe magnets together with like poles facing each other, they will repel each other due to the magnetic force. If you turn one of the magnets around so that opposite poles face each other, they will attract each other.
Maybe you could push it a little bit after you push the button to close. Because when you push a CD tray closed it will close itself, just like pushing the botton
