a periodic victory usually referees to a victory won at to great a cost for example if you won a battle but lost half your men while the losers only lost a handful that would be classed as a periodic victory

Wrong, Pyrrhic Victory is the correct term. It comes from King Pyrrhus of Epirus who fought two great battles against theRomans Yet lost so many men and was unable to replace them. Hence he won the battle but lost the war.
