The highly reactive non-metals are in the halogen group. They just need one more electron to fill the octet. Therefore they are highly reactive. For example fluorine and chlorine. And the highly reactive metals are placed in the first group (alkali metals). For example Sodium and potassium.

Fluorine is a nonmetal and is the most reactive of all elements. Oxygen and chlorine are other highly reactive nonmetal elements.

Fluorine is very reactive, the most reactive of the nonmetals, but since metals react in a completely different way, there is no way to compare them to fluorine. All group 1A metals are extremely reactive. So reactive that they must be kept stored in kerosene to keep oxygen from reacting with them.

The term non-reactive is not correct; less reactive metals are: platinum metals (Pt, Rh, Pd, Os, Ru, Ir) and gold.
