If by "bright city lights" you mean advertising signs, that's neon. Streetlights don't contain gas at all; the bluish ones contain a charge of Mercury which vaporizes under high heat, and the yellow ones contain sodium metal which also vaporizes when heated.

What are some important conditions needed to successfully observe a meteor shower?

Clear skies, no obstructions such as buildings, no very bright moon and no close city lights. A bright moon and city lights make the sky a bit brighter so the meteors you do see don't appear as bright and some of the dimmer ones you would not see at all, but you could if there was no moon and if you were in a remote location.
