When a complex is formed,ligands are added till the sum of electrons donated by the ligands and those present on the central atom/ion became equal to the electrons in the next noble gas.Most of the complex entities obey this rule.However there are many compounds that defy this rule.
EAN can be calculated by the following relationship:
EAN=Z(metal atom)-O.N. of metal + 2*C.N.
The 18 electron rule (also known as the Effective Atomic Number Rule or EAN rule) was originally proposed by N.V. Sigwick when extending the octet rule proposed by G.N. Lewis in applying it to organometallic compounds. The idea behind both of these rules is that in a compound the sum total of all of the electrons would have the configuration of a noble gas. With the octet rule there is the basic assumption that the central atom in the compound is 8 (the maximum capacity of the s and p orbitals). The 18 electron rule is based on a similar idea as the octet rule, however it takes into consideration the d orbital too - 2 (s) + 6 (p) + 10 (d) = 18.
NH3 is not an exception to the octet rule. Nitrogen (N) in NH3 has a total of 8 valence electrons (5 from nitrogen and 3 from hydrogen), fulfilling the octet rule. Nitrogen has 3 bonded pairs and 1 lone pair of electrons, following the octet rule.
Hund's rule is violated in this configuration. According to Hund's rule, electrons will fill empty orbitals before pairing up in the same orbital. In this case, the electrons should have filled the 2py and 2pz orbitals first before pairing up in the 2px orbital.
The first three digits "690-699" indicate that a product is organic according to the International Article Number (EAN) system. Sometimes the prefix "8" also indicates an organic product, but it is less commonly used.
CF4 and XeF4 do not violate the octet rule. In CF4, carbon forms four covalent bonds with fluorine, fulfilling the octet rule. In XeF4, xenon forms four covalent bonds with fluorine and has two lone pairs, also satisfying the octet rule.
