CuI3 would be a compound of the triiodide ion, I2 + I- --> (I3)- however i think its highly unlikely that you could ever make cuprous triiodide because you would have to mix a soluble cupric compound like CuSO4 with a soluble triiodide compound like thallium triiodide and the the triiodide would react with the cupric ions to form iodine and cuprous iodide.
4TlI3 +2CuSO4 --> 2Tl2(SO4) + 2CuI +5I2
CuCl2 is copper(II) chloride. Chlorine is a representative element which means (in general) it is monovalent. Monovalent means that if and when it forms an ion it can only form ions with one particular charge. Chlorine is a halogen (Group VIIA on the Periodic Table) and forms -1 anions. Copper is a transition element which means it can be polyvalent. Polyvalent means the atom can form ions with different charges. The most common charges of copper are the +1 cation called copper(I) ion and the +2 cation called copper(II) ion. CuCl2 is a binary ionic compound or salt. Like all substances it must be electronically neutral which means it has no net charge. This means the total negative charge provided by the anion and the total positive charge provided by the cation must add up to zero. The two chloride ions (Cl-) provide a total negative charge of -2. The cations must counter this by providing a total +2 charge. Since this is only one copper ion it must carry the full +2 charge making it a copper(II) ion.
