To get a Christmas cracker you needed to be playing in 2001, or have about 700m right now, there used to be a glitch where using dye on silk, then hears on silk would make a partyhat, but Jagex has since fixed that

Well, I wouldn't exactly say 'make' a partyhat but a new partyhat can be introduced to the game by cracking a Christmas cracker. Sadly, it is not possible to introduce new Christmas crackers to the game so the price for crackers will never drop again unless it is possible to get new ones.
