It depends a lot on the water...hard water will produce less bubbles...probably distilled water would produce the most bubbles...referencing the brand...it is rather subjective...pure wetting agents would be the best bet...reference Kodak brand wetting agent....if it is still available...pure, and used to sheet off water from film after processing...in a highly dilute form.
