That depends upon which chemicals you are mixing together. When I mix sugar into my coffee, I use a spoon, which works perfectly well. Chemists sometimes use a glass rod (or swizzle stick) to mix chemicals, because glass is not likely to become involved in any chemical reaction. In some cases, when chemicals need to be mixed continuously for a long period of time, machinery is used to move a flask in a swirling motion. Paddles can be used in large vats, for industrial processes. And so forth.

It depends on how much chemical you're stirring, and what the chemicals are. In a school chemistry lab, you'd probably use a stirring rod. If you're in a factory, they have stirring machines.

Will a filter be enough for a small pool or do you need to add chemicals?

Filters and chemicals work differently. You'll need both. The filter removes particulate from the water, which makes it clear (which makes you happy). The chemicals act by reducing the amount of microorganisms growing in the water. The chemicals work first and the filter sweeps up after them. For a private pool you can use less of the chemicals than are usually used in public pools.
