Two things make a metal a metal. First is the arrangement of their atoms. In a metal, the atoms are "tightly packed" or arranged in a nice neat little group. The other? The electrons in a metal atom's outer shell drift away from the rest of the atom and form a sort of cloud. This cloud gives metals their electrical conductivity.
