A2. I'd differ, for if the clouds are visible, they are neither gas nor (pedantically) steam. The ordinary clouds are water droplets in temporary suspension. That is why when flying above a cloud, you'd see a rainbow caused by total internal reflection within the droplets.

A cloud is entirely composed of water vapour. There will be times when the water turns to hail or snow, though usually rain is the result.
