Liquid water at about 4 degrees Celsius is more dense that ice. That is why ice floats.

But I haven't seen any density tables for really cold ice --- perhaps at -250 Celsius the water would be more dense.

When it is liquid. Ice floats on water, so it is lighter than the liquid, and steam rises above water, so it too is lighter than the liquid.

solid, that's if you're talking about gases, liquids and solids. that's cos all the particles are much closer together also making them a lot harder
