Burning magnesium (or burning anything) can be described as a chemical reaction, or as a chemical change. It is not a property. However, the capacity of being able to burn, also known as flammability, is a chemical property.

It is a chemical change.Burning magnesium changes magnesium to magnesium oxide.This process is known as oxidation which is a chemical change.

Its is a chemical change cuz in oxidation a chemical reaction takes place

(magnesium ---> magnesium oxide).
