Drops of ethanol are attracted to a charged strip because ethanol is a polar molecule with a slightly positive and negative end. When a charged strip is brought near the drops, the positive or negative end of the ethanol molecule is attracted to the opposite charge on the strip, leading to the movement of the drops towards the strip.

Not quite Baton Rouge, but I guess it depends on how bad you need it: I have heard from multiple sources that the shell (super stop) just west of the tanger outlet in Gonzales has e free, also the shell near burnside and airline in gonzales, and the shell in prarieville where highway 73 crosses I-10. Sorry its not closer to home, but there you go. Might want to test the gas first too (fill jar with water, draw line at water line, put gas in, shake around, if there is ethanol the acqeous layer will no longer be on longer be on the line). Good luck.
Nowhere, unfortunately the closest ethanol free gas I've found was in the middle of NH. I hope this ethanol phase fizzles out soon, it's getting ridiculous.
