The outer electrons in bigger halogens are further from the nucleus and so they feel less attraction and so are easier to remove. Therefore, astatine has the lowest ionisation potential of the halogens.

Within the halogen, At, or Astatine has the least negative electron:

Referring back to general trends of the electron affinity.

Electron affinity: is the measurement of how steadily the process of atoms gaining electrons and then forming negative ions.

So as you move down a group the distance from the nucleus out shell increases and the electron shield increase, so the electron affinity decreases.

When moving across a period the nuclear charge increases thus a stronger attraction force increases so EA tends to increase.
