No, it is normally solids, water has a very unique property that only a few other materials have. its liquid is heavier than its solid form. This is due to the dipole-dipole interaction of cold water molecules making a crystal lattice.

However almost every other substance (excepting the rare few compounds such as silica), gets more dense the colder it is, this is why metal expands when hot and contracts when cold.

Solids are often more dense than liquids, but not always. For example ice is less dense than water, and thus it floats.

Gas densities vary based on pressure, temperature, volume and quantity. They will always be less dense than their corresponding liquids.
A liquid is denser as it can't float. To float, water, for instance, must be subjected to warmth causing evaporation resulting in mists and clouds in the sky, or heat causing steam with which to power a steam-engine.

A gas is lighter than a liquid as it can float in the air (Carbon Dioxide is dense and flows down to the ground, also very cold air flows downhill too, but they are still gases).
