that is because platinum and palladium are inert elements and they wont react with the substance deposited on the electrode.. unlike if we use carbon electrodes, carbon will react with oygen deposited on it and escape out as CO2 gas

In the electrolysis of water you need a catalyst ( KOH is the best ) to increase the electrical conductivity of the water because pure water was almost no conductivity at all. Platinum and graphite are used because they will not react with the catalyst or the elements produced in the electrolysis. For example if you were to use iron it would react with the oxygen to produce a layer of iron oxide around the electrode, thus insulting it from the electrolysis. Normally platinum is used when strong bases such as KOH are used as catalysts because it will resist the natural corrosive properties of a strong base.
