In chemistry, at least, most "safety officers" got the job becuase they're good object lessons. The safety officer for the Chemistry Department at ISU when I was there was missing most of one hand and was blind in one eye because he tried to get picric acid out of a test tube by pounding it on the table (picric acid is notoriously explosive, but at the time either he didn't know that or didn't know the gunk in the tube was picric acid, I forget which).
