First, to clarify, the "air" is actually pure nitrogen gas that keeps the chips from rotting during packaging and transport. The reason there is "more" air than chips is so all of the nitrogen can reach all of the chips so half of the bag isn't spoiled because only half of the chips were exposed to the gas.
