Re adolescent boys, it's ironically for the same reason that boys do not like short shorts-- because, by nature, going in them makes you feel "sexy," and depending on the person, the social circumstances, and the time & place, this can be a self-consciously embarrassing experience or a coyly liked "turn-on"...
Just as an annotation in this regard:
In the 1970s-80s, short shorts for boys (and even men) were quite popularly in fashion, so the question re most boys actually liking going in them seems evidently yes, otherwise they wouldn't have sold. That short shorts have become a "taboo" or "uncool" fashion for boys (for whatever reasons) is unfortunate, at least aesthetically speaking, as most boys look ideally smart & fit in trim shorts-- certainly better than in the ugly long baggy style of "shorts" that are current fashion, but then, almost anything would look better...
