The evaporation of water from the cloth lowers the temperature of the cloth and thus hopefully by conduction the temperature of the person. Note that this method does not work in spaces with 100 % relative humidity.

Why Bandage put over the forehead of a person suffering from fever?

it is not a bandage. it is a wash clothe wet with very cold water to bring down the fever. it has to be dipped in cold water and replaced back on the forehead often. fever is treated with Tylenol and cold water. it takes about a half hour for the Tylenol to bring the fever down. always follow the instructions on the Tylenol bottle. do not over dose. fever is a good thing. fever helps your body kill the germs that made you sick. but if a fever goes more than 24 hours, go to the doctors. small children and babies get high fevers easily. i used to have to put my children in the kitchen sink with cold water until they shivered. (yes, they cried!...so did I.) do not let a fever last long as it can hurt babies brains.

What helps a fever go away?

Both aspirin and paracetamol reduce fever but aspirin should not be given to children under 12. Liquid paracetamol such as Calpol is recommended for young children. However since fever is a response to your body's immune system fighting bacteria or viruses there is some suggestion it is best not to try to reduce fever but only to reduce discomfort by applying a tepid damp cloth to the forehead to reduce a high temperature. If a baby has a high or persistent fever or fever is accompanied by listlessness, palour or quickened breathing you should see a doctor.
