Ammonia in the form of ammonia nitrate is actually the main ingredient in plant fertilizer. It is safe when used as directed, but is a potent explosive when mixed with diesel fuel. Liquid ammonia is a good cleaning liquid, but is dangerous if mixed with chlorine bleach or any products containing calcium hypochlorate. Ammonia is ammonia and ammonia is toxic. Non-toxic ammonia does not exist. Ammonia can be diluted in water or held in a sealed container, but it's still toxic.
That would likely not be a good idea. Ammonia is toxic in the concentrations produced by industry. So it would be ill-advised to build an ammonia factory uin an area prone to major natural disasters.
