So I've been reading up on this, as I had the same question...and what I can gather is that isn't any awesome story attached :(. It's called a rubber policeman simply due to the fact that it's a "rubber" attachment to stirring rod, and it "polices" things by keeping them clean and in order. So I suppose they could have called it a rubber policer...but maybe they thought it looked like someone where a helmet too so added a man at the end. But that's the best I can find, enjoy chemistry :).
