Concrete is made from cement and other materials such as fly ash and slag, coarse aggregate made of crushed stone, fine aggregate such as sand and water. The aggregates are used to form the paste, while the sand or cement keeps it from wearing out easily, and the water to make it easy to smooth out.
It would depend on the CY of concrete. For example, a cubic yard of concrete in a transferbeam will have FAR more rebar in it than a simple stem wall. I believe 150lb/cy is used pretty widely for general estimating purposes but should be adjusted depending on what you're estimating.
