Where a solid is very organized, to a point that the atoms do not move at all, and a liquid being organized but still movable, gasses have no order to them and can expand or condense as much as needed (to a degree) to fill a space where as a liquid can change its form to fit into a shape it cannot spread its atoms out to fill the container and a solid just cannot move.
