steam is more effective because the particles of steam have absorbed extra energy in the form of latent heat of vaporization apparent temp is 100c and actual temp is more than 100c whereas the actual temp of water is 100c

You have to add lots of energy to 100c water to turn it into 100c steam, thus the steam can heat up more before cooling down to normal room temperature water. The ammount of energy is equal to that of heating water from 0c to 100c 5,4 times over.

I would think just the opposite. Gases are poor media for the transfer of heat. Liquids are better & solids are usually the best, particularly metals. If you would stick your hand in the boiling water & the steam above it for the same amount of time, say a few seconds, the boiling water should produce a more severe burn than the steam at the same temperature. (Please, I recommend not to try it.) This explains why you can stick your bare arm in 400 deg oven to retrieve something and you don't get a burn on your arm. But if you accidentally touch the metal rack in the oven with your arm, which I have done, you get a very nasty burn. Hope this info helps.

Because while water at 100C and steam at 100C are both at the same temperature, the steam also contains the latent heat of vaporization energy.
