well water actually freezes at below 0, however at zero degrees it also begin to solidify due a phase change and also the strengthening in intermolecular forces between the stoms in water. if you want understand further look up the heating curve of water
If ice is heated, after 0 d C, it starts to melt. If water ice is kept in a refrigerator, after crossing 0 d C, it freezes. That is why, the freezing and melting point of water is same.

The freezing point is the same as the melting point because the two differ only in the direction from which the phase change is approached. For instance if you have ice you warm it up to O 'C so it can melt, if you have water you cool it down to O 'C so it freezes.
