water does not conduct electricity much when it is pure because it does not have any ions that are free to move. Only 0.00001% of H2O is broken into H+ ions and OH- ions . However when it is in a solution with other compounds such as NaCl it may conduct electricity as the ions are free to move when electricity passes trough.

How electricity travels is just by the electrons in water. Fresh water is just H2O. Since the hydrogen atoms are paired with a oxygen atom, a hydrgen bond is form. Hydrogen bonds are the strongest molecular bond, so the electrons are more fastened to the molecules than in regular water, where there are different metals, etc. to conduct the electricity

Is B6 fat-soluble?

B6 is water soluble not fat soluble. if you would look at a Lewis structure for it, you would find that it has multiple hydrogen bonds (OH) which makes it a water soluble. a fat soluble would be a non polar molecule containing hydrocarbon chains (CH3)
