I would normally identify the color of paint by looking at it. I do not know of any way to analyse color by using salt and sugar. If I needed a scientific analysis, I would use a photometer.
One good reason is to identify an unknown compound or element. The flame colour also might give an indication of the chemical makeup of a compound, i.e. what types of bonds it has. As each bond will give out a different amount of energy when broken, giving different colours. So, the simple answer is to find out what something is.
