In the UK it BS 476 and is usually FR 0 or FR 1. This is retardent but not fire proof.

The tubing that runs under the hood of your car, normally between the metal and the fire-retardent material, is most likely cracked or cut. There are usually several plastic "T's" in addition to the tubing that split the line so fluid can come out of multiple locations - the tube may have pulled away from this "T". Un-hook the fire-retardent material and inspect the tubing...you should find the problem and it is probably an easy fix.

Most Halloween costumes for children are made with flame resistant materials and they should be marked with a label. When purchasing make sure the costume has a label, but even with flame resistant materials it doesn't mean they will not catch fire.
