She does die but is brought back to life by Lissa's spirit healing powers. This is what made her 'Shadow Kissed'. This only reflected on in the books though, the actual scene is not written.
Rose dies twice in the series. The first time was when Lissa brought her back using spirit. and the second time was when Lissa was running for Queen at the courtroom. Tasha Ozera intended to kill Lissa with a gun, but instead Rose jumped in front of the bullet and rose from the dead on her own.

In the 5th book Rose finds a way to turn him back but it involves Lissa using spirit and learning to fight, which Rose isn't happy about at all. Dimitri is eventually turned back without bonding to Lissa like Rose. He doesn't quite act the same though.

Dimitri did not turn Strigoi by choice, him and some other of the school's guardians were in a battle with Strigoi to rescue some students from the academy they kidnapped when he was caught and turned Strigoi against his will. Rose and Dimitri are in love no matter what happens. After Dimitri is turned Strigoi Rose decides to go after him to kill, with no money she goes to Adrian for help. He gives her what she needs in return she has to give him a chance. Everyone will have different thoughts on Rose and Adrian.
