It would really depend. Bozo the Clown was the name of a popular children's TV show character, and various cities had their own version of him-- in other words, a different television actor played him in different cities. But the cartoon story-book version of Bozo might have some value, depending on what condition the book and record are in, and whether it is considered a rare item. (The year it was copyrighted is not necessarily the year the record company issued it to the public.) I notice on eBay that some Bozo books/record combinations are selling for $17, while others are selling for as little as $1. You may want to go onto eBay and see what similar items to yours are getting.

Your first challenge is to invent a story for the clown, and a journey the clown takes while working in the circus, that is dramatic. Once you've developed the story, you can write a script using a proper format for the medium you expect to use, to bring your story to life -- either a stage play or a film.
You don't. Concepts & ideas do not qualify for copyright protection, only the perceptible expression of those concepts and ideas will. Write the story. Upon completion it will automatically gain copyright protection.
