Most episode tittles are also the titles of '80s songs, as a tribute to the original Degrassi series that started in the '80s. There are a few exceptions, including the episode titled "What's it Feel Like to Be a Ghost?" which was named after a Tacking Back Sunday song since the band makes a special guest appearance on the show.

It
The scary show on Fox in the late 80s was "The X-Files," which premiered in 1993, but before that, the network aired "The Twilight Zone" revival in 1985. However, if you're referring to a show that specifically aired on Fox in the late '80s, "The Nightmare on Elm Street" TV series, titled "Freddy's Nightmares," began airing in 1988 and featured horror-themed stories inspired by the film franchise. The series is best remembered for its eerie atmosphere and connection to the iconic character Freddy Krueger.

Missing in Action
Girl from the future. An Australian series.
As a series, it did technically begin "in the 80s" but considering only one episode aired in that decade (December 17th 1989), the phrase in the 80s is being used very loosely.-However, The Simpsons did air as commercials bumpers on The Tracy Ullman Show which began in 1987, so The Simpsons, just not the show, did have their debut in the 80s.
I think sometime in the 80s, Possibly 84 or 85.
