What a small child sees parents and respected adults doing is going to be perceived as "the thing to do". They are just wired to believe and copy adults, to learn to do what they do. It is a shock to grow older and suddenly realize (hopefully) that this thing is wrong. Children make two choices usually-to be just like the parents or to be as opposite as possible.

Corruption that is not done or condoned by significant adults would probably be viewed as some sort of cheating and as really 'unfair'. Children seem to believe that the world really should be fair. It is a hard lesson to learn that it isn't.
