I am guessing sometime in the late 80's or early 90's. At one point the detective mentions having a cellphone, but can't use it because the battery went dead. However, you don't hear about many cell phones being used otherwise. So, it couldn't be too close to recent times (and wouldn't be past 2000 anyways since that was when the book was written).
