Here at the University of Minnesota (Minneapolis, USA) the Civil Engineering building has basements marked 1 through 7. 7 is a fully functioning floor with a public commons. I am posting this from there now. It is one of the deepest basements in our local area. But I am also looking for a so-called "underground skyscraper" but so far have not found any.
