Yes.

My own experiences with Mitchell's Mausers is that only some of them are. A lot of them are just given a basic heat treatment to remove cosmoline off the surface, and left at that, They'll often still have cosmoline soaked into the furniture, as well as inside the bolt carrier, which will require disassembly of the bolt carrier group to clean off.
