It is also difficult because the wavy edges of the stamp mean that when you try to take it of it will rip of the edges. There is also sometimes two cuts in the middle that will also make the stamp tear if you try to remove it.

As long as the Post Office has not put any markings on it, they won't know if it is new or not. I have peeled mine off before and used it. I sometimes have to put a little glue under the stamp to re-stick it.
