The Order of the Golden Dragon in Sea Scouts its an Honor Society, formed because the Order of the Arrow is not open to Sea Scouts or Venturers. The only spot you can get inducted to the Order of the Golden Dragon is at the Cardinal Wardroom Sea Scout Training weekends held annually at the USCG Station on Portsmouth VA. It it usually held on the first weekend of april.
The honor society should not be confused with the award which is not related to Sea Scouts and is achieved by crossing the international date line on a ship.
