Nobody really knows. We humans seem to develop all sorts of fetishes -- perhaps as a way to encourage sex between people who might not otherwise be attracted to each other. There's no telling why anyone fastens on a particular thing, be it feet, socks or red vinyl.
If you're having trouble with a sock fetish, you might want to talk to counselor -- you should control the fetish, it shouldn't control you.
If this is about a friend, the best way to deal with it is an honest, nonjudgmental talk. I know we were all taught that's not appropriate to talk about sex, but that does not apply to lovers.
If for some reason you want to develop a fetish (for anything) you can start by incorporating the object into masturbation. (Be sure to give yourself time to indulge -- it shouldn't be a race!) This is far from a guaranteed approach, but it could reveal something "below the surface."
When you are born its something in your brain
There are many famous celebrities with sock or foot fetish. This list includes Quentin Tarantino, Marilyn Manson, Britney Spears, and even Elvis Presley.

Foot fetishes are just like any other fetish. Not all lesbians have a foot fetish just like not all straight people have a foot fetish.
A sneeze fetish is when you like when people sneeze around you. It may or may not turn you on, but you like the way a sneeze sounds or even looks. The intense build-up to a sneeze is almost orgasmic, and people say that a sneeze is just 1/8 of an orgasm.
Sheer sock worship, like any fetish or preference, varies from person to person. It may be considered normal for some men who have this interest, while others may not find it appealing. Ultimately, what is considered normal is subjective and depends on individual preferences and boundaries.

Who knows? Humans can develop fetishes for almost anything: leather, silk, shiny red vinyl boots -- if you can think of it, someone probably has a fetish for it. (A fetish for training shoes is not all that unusual, by the way.) Our ability to develop fetishes is probably one of nature's ways to increase the chances of sexual intercourse: two people who wouldn't normally get together might be attracted by their common fetish for training shoes, and that could increase the chances that their genes would be passed to another generation.
