There are several sites online that can be a big help. Look for "stamp identifier" using a search engine. You can type in the part of a word that you can read and it will help. They usually have lots of pictures to help with symbols and names.
Find it in a catalog. The entry will typically include the date of issue, as well as the catalog value of the stamp in mint and used condition.

Too many variables. You need to fully identify the stamp you are interested in, some things to figure out: What was the country of issue? Was the stamp canceled in 1960? or does it commemorate something that was made in 1960 and has that date in the design? What condition is the stamp in? Is the stamp used or look like it just came from the post office? Consult a stamp catalog online or at your local library.
The manufacturer date is not located on any Rolex watches. Some of the watches do have a date stamp inside the case back.
