In the US it should soak off. Soak the stamp in water and be patient. After a few minutes, the gum is supposed to dissolve allowing it to be removed. Don't rush, or you will ruin the stamp.

Take it to a professional. Of course you should make sure that it is actually a real confederate bill, there are thousands of replicas. Is the stamp an adhesive stamp or an ink stamp? Big difference. If it is adhesive as a postage stamp steam or water can be used to dissolve the gum and remove it. If it is ink it will take special cleaning chemicals. If it is authentic, a conservator, try you local museums, will be your best bet.
