He'll sell you an uncirculated one for a couple of dollars. And, YES, cleaning a coin will lower its numismatic value. It's OK to soak it in DISTILLED water and PURE soap (not detergent), brush off any loosened dirt with an artist's camel hair brush, and allow to air-dry. Anything more aggressive will cause hairline scratches and leave the coin with an un-natural appearance that collectors do not want.
