US Military - pretty much the way they do now. They used to have a soldiers serial number but now have social security number and they used to have a small V shaped notch along the bottom edge. The notch was thought to there in order to wedge the dogtag in-between a dead soldiers teeth. The truth is that the notch was to hold the metal tag in place on the equipment that produced them.
