It is the glossy sheen reflected from the surface of a coin. It comes from the flow of metal that occurs when the blank is smashed by the striking dies and the metal flows into the details of the striking dies. At the time of minting, the luster is at its strongest, but may fade over time, become discolored, or spotted. When a coin gets circulated, the first thing to wear off the coin is the mint luster.
It is impossible to bring back originial mint luster. That luster can only come from the process of striking the coin -- there's nothing you can do to bring it back.
An uncirculated coin shows no wear at all. Most have full mint luster but also may have minor nicks and scratches. Some uncirculated coins do not have any mint luster but still do not show any signs of wear.

A mint coin is a coin that is almost perfect, it must not have dirt, knocks, nicks, scratches or any other marks on its surface, the only higher grade than mint is Proof which means it has to literally be untouched since it left the royal mint and still have full luster.
If it is Top Mint, ENG and common it is worth 1€ not more.
It all depends on condition...a Very Fine grade(circulated) will get you $ .30 Mint State-60(rare, small scratches) will get you a dollar, while MS-66(one or two noticable scratches, full luster) can get you $100
Diamonds do not have a metallic luster; diamond luster is adamantine to waxy.
