Average value for most coins is $15.00-$20.00 depending on the grade.
As with all Franklin Mint and other private mint "coins" they have little to no collector value and any value comes from the precious metals used to make the coins. To find out the value one must know the amount of precious metals in the coin (such as silver) then multiply that value in troy ounces by the silver price.

1960 & 1960-D Franklin half dollars are the only coins for 1960. 1954 was the last year the San Francisco Mint issued a Franklin half. All Franklin halves are common. If it shows ANY ware, the value is for the silver, about $11.00.
Franklin half dollars are not rare or even scarce so if the coin has any wear at all value is just for the silver about $6.00. Uncirculated coins can be more at $10.00-$15.00
Franklin Half dollars are common coins and are not hard to find. Because of this, and the high price of silver, circulated coins are valued slightly above the silver content of the coin about $10.00 each. Only Mint State coins would have higher premiums.
Franklin halves are very common, even in Mint State. Most have retail values just above the intrinsic (silver) value. EXAMPLE: With silver at $41.22 per ounce the Melt Value of all the coins is $14.90 per coin. A uncirculated 1963-D Franklin in the grade of MS-60 has a retail value of $15.30. But as with all coins, value depends on the date, grade and mintmarks, the 1949-S in MS-60 is $65.00.
