In general, the value of any postal stamp depends on it's level of rarity and/or demand. If the stamp is still in common circulation (in other words, still available from the post office or still extremely easy to come by online or from stamp sellers) than it's not likely to fetch (much) more than it's face value (4 cents), but if it's an older stamp (particularly one in mint/never used condition) it could potentially be worth more.

An excellent place to find out more about your stamp is to locate it within the online Canada Post Archives (http://www.collectionscanada.gc.ca/archivianet/02011703_e.html). In addition, or instead, you could look it up in a postal stamp guide, such as The Scott catalogue (in this case, for Canada, you'd want "Volume 2: Countries C-F") or the "Unitrade Canada Stamp Catalogue" (the 2009 edition of which is already out). Both of these guides can sometimes be found at larger/specialty book stores or at some libraries. Any store that specializes in stamps should also have them, and the staff at such stores may be able to assist you in determining the value of your 4 cent stamp.
