Two stamps fit this description, one worth much more than the other. If you have the one that belongs to Lousiana Purchase series (1908, 2 on either side of Jefferson portrait) then it's $27 for mint $2 for used.
If it's a small stamp, with 2 at the bottom of the stamp, it was issued btwn 1954 and 68 and worth about .20cents mint and used.
Keep in mind these prices are for stamps in excellent condition.

The value of one Anna red stamp is 20 cents. It is much higher on Ebay.
The value of a one penny red stamp is an estimated $1.50 or even less depending on the condition. They can be purchased on eBay.

No such stamp was issued in 1927. If you mean a Queen Victoria penny red, then the value is subject to debate because the cancel mark would be incorrect for the stamp. The Penny Red was issued in the 1850s and by 1927 was long out of circulation. There are so many variations of the Penny Red, it's pretty hard to value. I've seen some go for hundreds of dollars and others a couple of dollars. No independent Scottish stamps were officially issued in 1927.
There were many of these notes taken to the post office to get a stamp and a first day cancel seal -- they are not rare. In a nice holder, it has a retail value of $3 to $4.
If uncancelled and used as postage it is worth (surprise) 4 cents.As a collectible stamp its value will depend entirely on condition, which must be determined by direct observation by an expert in stamps.
Scott #702. Fairly common this 1931 stamp has the minimum value, meaning it is priced based on the cost of cataloging and stocking the item. You can purchase these new or used for 20 cents.
I believe the National Red Stamp was used for value much like the S & H Green Stamps. The cash value is 1 MIL, or 1/1000 of a U.S. Dollar. I found this among my grandparents collection of Green Stamps. These date back to the 1950s or 1960s. The wording on the stamp is NATIONAL RED STAMP GIFT SEAL COMPANY 1 MIL VALUE.
The US has issued many dozens of red 3 cent stamps. It will take a bit of work to identify which stamp you are referring to. I would recommend spending some time looking at a US Postage Stamp Catalog to identify the specific stamp. The bonus is that most catalogs will give you an idea of value.

Too many variables. You need to fully identify the stamp you are interested in, some things to figure out: What was the country of issue? Was the stamp canceled in 1913? or does it commemorate something that was made in 1913 and has that date in the design? What condition is the stamp in? Is the stamp used or look like it just came from the post office? Consult a stamp catalog online or at your local library.
