It depends on how old. Plate blocks after 1930 are mostly worth just a little over face value at the wholesale level, but there are exceptions-- sometimes I see ads from dealers wanting to buy certain issues at 2 times faces, or maybe more.

Retail, if you have the means to sell at retail, the price starts around face and goes up from there, depending on the stamp.
