Just keep trying, the first time you look for fossils, they are quite rare, but once you have found a fossil for the first time, they appear more commonly.
Like all fossils, they are buried in the ground, underneath the little star. It's impossible to predict which fossil you will get, as it is random. You just have to keep taking fossils to Blathers, and eventually you'll find it. :)
